Eligibility for Virginia License Plates
Owners must establish ownership and register each vehicle before operating it on Virginia roads. The Virginia Code (§ 46.2-600) sets a 30-day period from the date of purchase or transfer to complete both steps. New residents face the same 30-day period from the date of establishing domicile.
- Residence: Virginia requires a residential address on the registration application. Active-duty military stationed elsewhere, activated reservists and National Guard members, and church missionaries serving up to 36 months are exempt from titling in Virginia if the vehicle is registered in another state.
- Vehicle: Passenger cars, trucks, motorcycles, mopeds, autocycles, low-speed vehicles, trailers, and motorhomes may be registered. Mopeds are considered vehicles for titling purposes. Farm tractors and special forestry equipment are excluded by law.
- Applicant: Each applicant must provide proof of identity and a Virginia driver’s license or state ID. The New Virginia Resident Guide helps new residents navigate the sequence of titling, insurance, and registration.
- License Plate Categories: Virginia offers 340 plate designs in four groups: Special Interest (137), College (96), Military (64), and Other (43). Disabled veteran plates are free for qualifying veterans who have lost or lost the use of a limb or who are permanently and totally disabled according to the VA. All other veterans with service-connected disabilities pay a $10 annual special plate fee.
How to Get a License Plate in Virginia?
Virginia dealers handle titling and registration for vehicles they sell. Private sales and out-of-state transfers require the owner to visit a DMV customer service center or DMV Select office.
- Complete the Application for Registration (Form VSA-14). Bring the assigned title or Manufacturer’s Certificate of Origin, proof of Virginia liability insurance, and a $15 titling fee plus 4.15% sales and use tax on the gross sales price (Va. Code § 58.1-2402).
- Each vehicle must have a valid annual safety inspection sticker before it can be operated on Virginia roads. Licensed Virginia State Police stations perform the inspection; the maximum fee is $20 for most vehicles, $12 for motorcycles.
- Vehicles garaged in Arlington, Fairfax, Loudoun, Prince William, or Stafford counties, or in the cities of Alexandria, Fairfax, Falls Church, Manassas, or Manassas Park, must also pass an emissions inspection, valid for two years.
- DMV issues two license plates (front and rear) with expiration decals and a registration card. Motorcycles, trailers, and tractor trucks receive one rear plate. Choose a registration period of one, two, or three years; multi-year terms have a small discount.
Renewal notices arrive by mail, email, or text before expiration. Fees in the next section apply to both initial registration and renewal.

Can I Get a License Plate Online in Virginia?
Online service covers renewals and plate purchases, but not initial titling. Virginia offers electronic titling for vehicles already titled in Virginia, allowing private sales to be completed entirely online.
- Registration renewals are processed through Virginia DMV online services at dmv.virginia.gov. Log in using your title number and the last four digits of the VIN, select the renewal period, and pay by credit or debit card. Decals arrive by mail, typically within five days.
- For in-person transactions, visit any DMV customer service center or partner DMV Select location. DMV Selects handle titling, registrations, and plate orders but do not issue driver’s licenses.
- Mail renewals are sent to Virginia DMV, Attn: Renewal Center, P.O. Box 27412, Richmond, VA 23269-0001. Include the signed renewal notice and a check or money order. Two-year mail renewals receive a $2 discount; three-year renewals $3.
If the Virginia online portal can process your renewal or plate replacement, use it; the office is intended for initial titling and cases the portal does not cover.
